The device has a housing (10) anchored in the ground, with an electric turning drive motor (14) to pivot a barrier (12) between vertical and blocking positions. The barrier is connected to a screw drive of spindle (18) and nut (20), and to drive rods (22,24). The axis of the joint (66) between the drive rods and the barrier extends through the vertical plane of the pivot axis of the barrier. The barrier is held in upright position without play or limited play, by stop surfaces (50,32) acting with it and/or parts of its drive train (18-24), and/or is pivoted by play in the drive train into a position 3-5[deg] off its horizontal position, after ending the lowering movement.
