PURPOSE: To provide a color filter substrate with improved adhesive strength of a reflection layer to a color filter layer and a method of manufacturing the color filter substrate. CONSTITUTION: The color filter substrate is provided with plural pixels D1. A reflection layer 4 composed of a metal film is formed on a surface of a substrate 2. Blue, green and red color filter layers 10, 12, 14 are respectively formed on positions corresponding to the respective pixels D1 on the reflection layer 4. Phthalocyanine metal complex is adhered to the surface of the reflection layer 4 at the boundary between it and each of the color filter layers.
