PROBLEM TO BE SOLVED: To eliminate the point at issue such that, if thin flexible sheetlike foam is not applied to an article under tension when the foam, to which tackiness imparting processing is applied, is laminated to the article in order to apply heat insulating properties thereto, the foam is wrinkled and air bubbles become easy to penetrate in the gap between the foam and the article. SOLUTION: The sheetlike foam 2 is used as a heat insulating material and a decorative sheet 4 is laminated to at least the surface of the foam through an adhesive 3 and a separate adhesive layer 11 is laminated to the rear surface thereof if desired to obtain a decorative heat insulating board for surface coating having a large beneficial point high in heat insulating properties, having rigidity and suitable for various processings.
