PROBLEM TO BE SOLVED: To prevent earthing electrode parts from being brought into contact with electric discharge electrode parts even if the speed of air to be sent out is relatively high with no probability of being accompanied with the enlargement of the apparatus. SOLUTION: A bracing member 62 is engaged with one end of grounded electrode plate 72ai whose the other end is supported in an electric charge part unit 32, so that the former end of the grounded electrode plate 72ai is restricted as to be at a prescribed position.
