PROBLEM TO BE SOLVED: To obtain a novel non-aqueous or quasi-aqueous cleaning agent composition hardly damaging the global environment, sufficiently safe to the human body, and practically almost free from fear of fires or explosions and inexpensive. SOLUTION: This novel cleaning agent composition comprises at least two components compatible with each other, where a first liquid has a flashing point of at least 70 deg.C and is compounded in an amount of not more than 40 wt.% and a second liquid has no flashing point and is compounded in an amount of at least 60 wt.%, and further, if required, water is combined as a third component in an amount of 3-20 wt.%, more preferably 5-15 wt.%, based on the total compounded amount of the first and the second liquids.
