PROBLEM TO BE SOLVED: To easily realize inserting or pulling out of a punch and a die to/from punch mounting hole and a die mounting hole of upper/lower turrets by a punch change arm and a die change arm. SOLUTION: After a punch change arm 93 and a die change arm 99 are positioned above a punch mounting hole and a die mounting hole 17 of upper/ lower turrets 11, 15, a servo drive apparatus of a horizontal direction moving axis which moves the punch change arm 93 and the die change arm 99 roughly in horizontal direction, and a servo drive apparatus of a turning direction moving axis which moves in a horizontal plane and in the turning direction are set to servo control Off until mounting or pulling out for the punch mounting hole 13 and the die mounting hole 17 of the punch/die are completed. When both change arms 93, 99 are minutely deviated for the position of the punch mounting hole 13 and the die mounting hole 17, the horizontal direction and the turning direction of both change arms 93, 99 are moved in copying the punch mounting hole 13 and the die mounting hole 17, the deviation is automatically and finely corrected.
