PROBLEM TO BE SOLVED: To provide a method for making chlorinated dioxin harmless by decomposing the chlorinated dioxin included in soil or water which is contaminated with the chlorinated dioxin which is discharged from an incinerator, etc., of urban refuse and industrial waste without spending a great deal of plant cost and operating cost. SOLUTION: In this cleaning method for the contaminated soil and contaminated water, the chlorinated dioxin is decomposed and is made harmless by allowing the chlorinated dioxin decomposing enzyme immobilized on magnetic fine particles to contact with the soil or water contaminated with the chlorinated dioxin.
