PROBLEM TO BE SOLVED: To provide an anti-fogging treatment and its method suitable for a base film which give a streak and stain-free, substantially transparent anti- fogging treated film. SOLUTION: The anti-fogging treated film is substantially streak-free and comprises a substrate polymer film and an anti-fogging layer coated on the polymer film, and the anti-fogging layer comprises a binder composed of a copolyester and a surface active agent and is formed by coating a coating fluid containing 0 to less than 0.5 wt.% fluorine based surface active agent.
