PROBLEM TO BE SOLVED: To provide a sustained release base material and a sustained releasing agent that shows excellent stabilization and sustained releasing properties of heparin-binding growth factor and high safety under the in vivo pseudo environment or the in vivo environment. SOLUTION: The objective sustained release base material for heparin-binding growth factor mainly comprises the crosslinked substance prepared by covalently crosslinking heparin and a carboxyl group-bearing polysaccharides other than heparin with a crosslinking agent bearing 2-4 amino groups. Then, the resultant sustained releasing base material is treated with a heparin-binding growth factor, for example, basic fibroblast growth factor(bFGF) or hepatocyte growth factor(HGF) to provide the objective heparin-binding growth factor sustained releasing agent.
