SOLUTION: When the winding torque of a motor is normally generated, a gap is formed between the inner periphery of an internal tooth gear 46 and the outer periphery of an external tooth gear 45, the external tooth gear 45 is rotated integrally. with a reel rotary shaft 6, however the internal tooth gear 46 is not rotated integrally with the reel rotary shaft 6. If a wire 47 is pulled upward with the prescribed pulling force when the motor 7 generates no winding torque, a shearing pin 48 is cut off, the internal tooth gear 46 is made free and rotated in the direction of an arrow around the fulcrum 49c of a support section 49b, and internal teeth 46a are meshed with external teeth 45a. When the wire 47 is further pulled upward, the internal tooth gear 46 is rotated in the direction of the arrow, thus the external tooth gear 45 is also rotated in the direction of the arrow. The reel rotary shaft 6 is rotated, the webbing is wound on a reel, and the slack between the webbing and an occupant is removed.</p>
