PROBLEM TO BE SOLVED: To optimize the quantity of activated carbon to be added to efficiently treat at a low cost in the removal of dioxins by adding the activated carbon into a wet smoke gas cleaning tower. SOLUTION: The dioxin concentration or dioxin precursor concentration in the gas in the inlet and outlet of the wet smoke gas cleaning tower is measured and the quantity of the activated carbon to be added is set based on a measured value obtained. Or the dioxin concentration or the dioxin precursor concentration in a smoke cleaning waste water or a circulating water is measured and the quantity of the activated carbon to be added is set based on the measured value.
