PROBLEM TO BE SOLVED: To eliminate the risk that combustible gas ignites and/or explodes and environmental pollution and health hazard occur when forming a heat- insulating film, to form the coat film having uniformity and improved in durabil ity and abrasion resistance, and moreover to augment a film formation yield. SOLUTION: A method for forming a heat-insulating coat comprises bringing chemicals for coat formation which comprises an organometallic salt as a metal oxide source, an organic solvent for dissolving the organometallic salt and water into contact with a transparent substrate and forming the heat-insulating coat made of a metal oxide by the thermal decomposition of the organometallic salt. In the method, at least cobalt octylate as a cobalt oxide source is contained in the chemicals for coat formation.
