PROBLEM TO BE SOLVED: To obtain a cationic electrodeposition coating material capable of forming coating films having sufficient corrosion resistance and weatherability without providing an intermediate wat and a topcoat. SOLUTION: In this cationic electrodeposition coating material composition which is obtained by dispersing an amino group-containing epoxy resin, an amino group-containing acrylic resin, and a block polyisocyanate curing agent into an aqueous medium containing a neutralizer, the amino group-containing acrylic resin has a solubility parmeter(SP) value of lower than the SP value of the amino group-containing epoxy resin by not less than 0.85, and the block polyisocyanate curing agent is composed of two types of a block polyisocyanate A and a block polyisocyanate B, and the difference in the SP value between the block polyisocyante A and the amino group-containing acrylic resin is not more than 0.24 and the difference in the SP value between the block polyisocyante B and the amino group-containing epoxy resin is not more than 0.6.
