PROBLEM TO BE SOLVED: To securely pay out paper sheets one by one. SOLUTION: In this paper sheet paying-out device provided with a rotatable eccentric roller on one side of laminated paper sheets, and a picking roller to provide feeding force to the paper sheets on the other side, the eccentric roller is rotated in a specified direction to be applied to the picking roller, and then rotated in the opposite direction to the specified direction, where a gap equivalent to thickness of one sheet is held between the eccentric roller and the picking roller.
