PURPOSE: A digital image encoding method is provided to display blur image to non subscribers, and to encode the digital image by scrambling and descrambling VLC(Variable Length Coding) values with the common encoder and the decoder. CONSTITUTION: A luminance signal is discrete-cosine-transformed, and output from an encoder by VLC according to discrete cosine coefficient. The digital video signal is encoded, and the bit stream signal is output by variable length coding the image data, quantizer table value and motion vector value. The encoded data is extended with receiving the bit stream. The code value is shortened in case of the VLC output to be quite probable, and is lengthened at low probability of VLC output. The single stream signal is transmitted with scrambling the variable length code, and the digital image is encoded with extending the restored and compressed data by receiving the single stream. The blur outline is displayed with controlling the quantization coefficient according to digital image.
