PROBLEM TO BE SOLVED: To obtain an image prediction decoded that is suitable for suppressing a residual signal (difference signal) by which an image disappearing through the change in an image size can be avoided from being used for a reference image in the case of prediction decoding of an image when objects being components of the image are separately subjected to compression coding in the unit of the objects and the result is transmitted in order to enhance the compression efficiency. SOLUTION: The decoder 300 which uses at least one reference image reproduced before the image of decoding object for a prediction image so as to decode image coded data obtained by applying compressing coding to the image data of an image whose size is variable according to a prescribed method, is provided with a prediction image generator 310 that used at least one reference image whose size is not zero and reproduced recently to generate a predicted image.
