PROBLEM TO BE SOLVED: To realize a stable management request processing in a system where separate management units respectively manage each of management domains resulting from dividing plural pieces of communication equipment of a network. SOLUTION: A state display means 4a enters a management request whose request destination is communication equipment 3a (S301), a management transaction processing means 11a discriminates whether or not the communication equipment 3a is under processing of other management request (S303), and a communication means 5a transmits the management request to the communication equipment 3a (S30) when the means 11a discriminates that the communication equipment 3a does not process the other management request.
