The system has a thermal motor (2) producing heat and mechanical power from a fuel, a kinetic energy storage flywheel (6), an electro-magnet controlled clutch (5) between the motor (2) and the flywheel (6) and an electric generator (7) mechanically connected to the flywheel. The clutch, flywheel and generator are placed inside an enclosure (26) where the pressure is lower than atmospheric. The power transmission unit (34) is placed between the motor and clutch. The thermal motor may be one of the following; internal combustion petrol or diesel engine, Stirling engine or gas turbine. The power transmission unit is one of several parts chosen from the following list: a hydraulic coupler, a hydraulic couple converter ; a multi-speed gearbox; a reducing gearbox; a mechanical speed variation controller. The latter is controlled so that the motor rotates at a constant speed during its operation. The unit has a plate (35) driven by the motor, and a roller (36) driving the flywheel. The power is transmitted by friction from the plate to the roller. The roller can be moved from the plate so as to modify the transmission relationship. A fluid cooling circuit (15,17) recuperates the heat dissipated in the following circuits: the thermal motor; the power transmission; the electric generator; the flywheel bearings
