PROBLEM TO BE SOLVED: To provide a storage medium and a recording and reproducing device in which a reproduction frequency in the random reproduction of digital data recorded in a recording medium can be dynamically decided. SOLUTION: This recording medium 100 for recording digital data is provided with a contents data storage area 10, a reproduction control information storage area 20 provided with a parameter for deciding the reproduction frequency at the time of random reproduction and an index information storage area 30.
