PROBLEM TO BE SOLVED: To suppress generation of noise and propagation of fluctuation of a power source to other systems in accordance with plug and play. SOLUTION: This controller is constituted by providing a capacitor 2 to hold pre-charge power source, a first switch 4b to turn a power source to a prescribed internal circuit no/off, a second switch 4a to turn operation of a setting element on/off and a switch control circuit 5 to perform drive control to precedently turn a first switch on and to subsequently turn a second switch off when pre-charge power source is supplied to the circuit and it is connected with a contact plug in a block to receive power supply from a main part via the contact plug.
