PROBLEM TO BE SOLVED: To provide a pavement structure in which an anti-icing effect or the like can be displayed stably for a prolonged term by preventing interlayer exfoliation between an asphalt concrete matrix and a surface treating layer containing rubber grains. SOLUTION: In the pavement structure 10 composed of an asphalt concrete matrix 13 consisting of aggregate 11, fillers and asphalt 12 and a surface treating layer 15 formed by laying and attaching a slurry material 14 comprising asphalt 16, the fillers and the rubber grains 17 on the surface of the asphalt concrete matrix 13, the slurry material 14 containing the rubber grains 17 is laid and attached onto the asphalt concrete matrix 13 and cured for 3 hrs and fixed so that the shear strength reaches 0.8 N/mm2 or more with the rubber grains 17.
