PROBLEM TO BE SOLVED: To perform transmission standby based on a play list distributed from a master station on the branch station side of a CATV without bothering the station personnel. SOLUTION: The master station 1 for preparing the play list for indicating the transmission schedule of materials and branch stations 2-1-2-n for transmitting the materials based on the play list are connected by a network 3. The master station 1 is provided with an attribute imparting means 11 for imparting the attributes for instructing transmission standby to the prepared play list and a transfer means 11 for transferring the prepared play list and the information of the attribute imparted to the play list through the network 3 to the branch stations 2-1-2-n. The branch stations 2-1-2-n are provided with a time setting means 31 for setting the time and a transmission standby means 31 for judging whether or not the attribute is imparted to the play list transferred from the master station 1 from the information of the attribute at the set time and performing transmission standby based on the play list to which the attribute is imparted.
