<p>PROBLEM TO BE SOLVED: To provide a moving picture coding and decoding device that can efficiently transmit a moving picture even with a large inter-frame difference although a motion vector is zero. SOLUTION: A motion vector detector (ME) 11 detects a motion vector 15 on the basis of moving picture input data 10 and locally decoded moving picture data 14 of a preceding frame stored in a frame memory 13 for each small divided block, and a gain detector (GE) 60 detects the luminance gain 63 that is a coefficient to be multiplied with each luminance signal pixel of the local decoding moving picture data 14 of a preceding frame providing a minimum difference absolute sum with respect to the moving picture input data 10. When the detected motion vector 15 is a zero vector, a gain compensation unit (GC) 62 generates gain compensation moving picture data 64 whose gain is compensated by a luminance gain 63 resulting from motion compensation moving picture data 17 whose motion is compensated by a motion compensation unit (MG) 16, inter-frame difference data 65 are generated on the basis of the date 64 to eliminate temporal redundancy, a variable length coder 61 applies statistic information compression to the luminance gain 63 and the motion vector 15 and informs the moving picture decoder about the result.</p> |
