SOLUTION: The packet communication system of this invention is provided with a 1st monitor that monitors 1st traffic of a packet received from an input path, compares it with a predetermined 1st threshold, and issues a 1st excess notice when the 1st traffic exceeds the 1st threshold, a 2nd monitor that monitors 2nd traffic of the received packet on the basis of the 1st excess notice, compares it with a predetermined 2nd threshold, and issues a 2nd excess notice when the 2nd traffic exceeds the 2nd threshold, a packet controller that controls a packet received within a predetermined control period when receiving the 2nd excess notice issued by the 2nd monitor, and a connector that connects a packet not controlled by the packet controller among received packets to an output path to which the packet is outputted.</p>
