PROBLEM TO BE SOLVED: To obtain a toner image where toner outflow and toner scattering are not found and whose solid component rate is high on a latent image carrier in a wet developing device. SOLUTION: In this wet developing device where the latent image carrier and a squeezing roller are moved in an opposite direction without coming into contact with each other at their most proximate part, a liquid toner layer on the latent image carrier whose thickness is smaller than the size of a gap between the latent image carrier and the squeezing roller is infiltrated into the gap and liquid toner infiltrated in the gap between the squeezing roller and the latent image carrier is brought into contact with the squeezing roller by electric attractive force based on electric field formed between the squeezing roller and the latent image carrier, so that a meniscus is formed.
