PROBLEM TO BE SOLVED: To drop the ratio of a momentary power to an average power in a transmission signal and to transmit an OFDM signal without distortion without using expensive parts and complicated circuit constitution. SOLUTION: A sub-carrier division part 102 divides a signal primarily modulated by a primary modulation part 101 into plural groups. An IFFT part 103 inversely high speed Fourier-transforms the in-phase signal and the orthogonal signal of a complex data group. An alternate signal generation part 104 adds the outputs of two IFFT parts 103 and divides it by the number of divisions. A peak detection part 105 inputs the signal which is inversely high speed Fourier-transformed, allocates an H signal to the power of not less than a threshold, which is previously stored, and an L signal to the power of not more than the threshold and outputs them as a peak factor judgment signals. A signal substitution part 106 outputs an alternate signal when the peak factor judgment signal is the H signal and a regular signal when it is the L signal as a peak factor substitution signal.
