PROBLEM TO BE SOLVED: To provide a device and a method for processing images, capable of outputting a high-definition image, with which linearity is kept in a manner in which density and dot switching does not become conspicuous, when binarizing multilevel data. SOLUTION: This device is provided with a value data generating part 101 for quantizing inputted multilevel image data with an arbitrary threshold as a reference, a basic binary dot pattern preparing part 110 for preparing i×j basic binary dot patterns corresponding to one pixel of the input image data, a density pattern matrix preparing part 111 for preparing n×m density pattern matrixes for providing new density corresponding to a quantized output value, by combining the prepared plural basic binary dot patterns of different expression densities, and a binarizing part 120 for converting the quantized output value to binary data by the prepared density pattern matrixes.
