PROBLEM TO BE SOLVED: To provide a conflict elimination system which enables a process to use a transfer path shared by plural processes without being aware of conflict and process periodic small-amount data transfer such as polling without any disturbance even during the transfer of a large amount data. SOLUTION: A request process part 11 when receiving a data transfer request from a request source 20 informs a request distribution management part 13 of the time and data size of transfer and requests the transfer of a data transfer management part 12. The request distribution management part 13 manages requested means transfer data length and intervals and dispersion of requests for every request destination 42 connected to the transfer path. A data transfer management part 12 has two queues inside and manages the requests as nodes. A data transfer part 14 takes nodes out of the queues, transfers data by a fixed amount, and connects remaining transfer data behind the queues if the data are left. This is repeated from the head node connected to the queues to eliminate the conflict.
