The procedure for tour plans for the delivery or transporting of temporally changing volumes is in such a way that a global optimizing is achieved by the integrating of pieces of information by physical, genetic and random optimization processes. The procedure is in such a way that the phase differences between the changing volumes are entered as degrees of freedom in the optimization process. As a phase difference the time difference between the different delivery or transporting times of different delivery or transporting points is defined.
