PURPOSE: A motion evaluation method of a motion picture encoder is provided to reconstruct image stably and efficiently by reducing errors with extracting motion parameter according to block matching and edges of image. CONSTITUTION: The motion parameter is generated with evaluating motion picture for encoding according to each block(55). The accuracy of the motion parameter generated in evaluating motion is detected(56,57), and the final motion vector is generated with using the motion parameter in deciding the accuracy of motion parameter in block motion evaluation(58). The range is partitioned according to edges in case of the motion parameter not to be accurate, and the motion of the partitioned range is evaluated(59-64). The movement of the object, enlargement, reduction and rotation are estimated with evaluating accurate motion by partitioning the block into segments. The stable motion parameter is extracted with block matching and edges of image, and the high quality image is reconstructed with reducing errors.
