摘要 PURPOSE: An image encoding device and a method thereof are provided to compress video signals efficiently, and to improve the quality of reconstructed image by encoding video signals according to the final quantization rate. CONSTITUTION: An image encoding apparatus is composed of a macro block classifying unit(10), a table storage unit(12), a block distribution unit(14), a bit table storage unit(16), a histogram calculating unit(18), a frame bit amount estimating unit(20), a target bit allotment unit(22), a quantization rate adjusting unit(24), and a control unit(26). Video signals are classified based on chrominance and luminance, and the reference quantization rate is decided. The target bit is assigned corresponding to distribution of video signals, and the final quantization rate is decided with adjusting the reference quantization rate. The video signal is compressed, and the image is reconstructed efficiently with encoding the video signal according to the final quantization rate.
