PURPOSE: A fixable/releasable anti-crime lattice, and an eye-bolt safety ring device fixed on an outer wall of a building are provided to allow a person in the building to remove the anti-crime lattice for himself, and to escape from the emergency in a high-rise building. CONSTITUTION: The fixable/releasable anti-crime lattice comprises a main frame structure formed by a flange and a hollow pipe penetrating a bore extending across the thickness of a building wall. A fastener support bar to be attached on the outer wall of the building is fitted between the hollow pipes, and the inner end of the fastener support bar projected toward the interior of the building is fastened by a nut typed handle comprised of a male screw structure and a female screw structure. Thereby, a person in the building is able to escape from the building by easily removing the anti-crime lattice with the nut typed handle. Also, the eye-bolt mounted on the outer wall of the building allows the person to safely and rapidly descend from the building by using a rope, link, a safety belt and so on.
