PROBLEM TO BE SOLVED: To provide a plate cutting-out device put in stable cutting-out action by disposing of scrap parts formed on both sides when cutting-out a plurality of plates of specified width from a thin plate. SOLUTION: When cutting a hoop material 4 with slitting blades 6 to cut-out a plurality of electrode plates 1, scrap parts 3 formed on both sides of the hoop material 4 are sucked by a suction means 5 to apply tension to the scrap parts 3. The scrap parts 3 can be stably drawn out even if the width of the scrap parts 3 is 5 mm or less, and continuously sucked even when cut.
