PROBLEM TO BE SOLVED: To provide a treatment agent for fly ash containing heavy metals which is effective for making harmless and stabilizing harmful heavy metals in fly ashes produced in the incineration of municipal refuse, and to provide a method for easily, efficiently, and safely treating the fly ashes containing heavy metals in such a manner that heavy metals are reliably prevented from being eluted from treated materials. SOLUTION: The treatment agent for making harmless and stabilizing heavy metals in the fly ashes of a municipal waste incinerator comprises starch and/or rice bran as a chief component.
