PROBLEM TO BE SOLVED: To reduce the total cost of a steering system or the like equipped with a ram cylinder and enhance synchronizing action in the method of synchronizing for plural liquid pressure ram cylinders. SOLUTION: A total cost is reduced by collecting branch pipes 6 for connecting to ram cylinders 2 to a common trunk pipe 7 and connecting to a single hydraulic pump 8. Constant flow valves 21, 23 are arranged in each branch pipe 6, and a first step synchronizing action of the ram cylinder operation to the flow of hydraulic oil is conducted by releasing a large mount of discharged hydraulic oil from a relief pipe 17, and a second step synchronizing action is conducted by adjusting the frequency of opening and closing actions of solenoid opening and closing valves 22, 24 in each branch pipe 6 based on a detected value with a position detector 33 arranged in each ram cylinder 2.
