PROBLEM TO BE SOLVED: To provide a norbornene-based polymer excellent in weather resistance, and to provide a method of producing the same. SOLUTION: This fluorine-containing norbornene-based polymer comprises a repeating unit expressed by the formula (1) (X is oxygen or methylene; R1 and R2 are each H, fluorine, a 1-20C alkyl or the like; R3 and R4 are each H, fluorine, a 1-20C alkyl or the like; and m is 0-2), and further has a number average molecular weight (Mn) of 300-300,000.
