PROBLEM TO BE SOLVED: To provide an intermediate plate for manufacturing a resin base substrate excellent in releasability and heat resistance, capable of molding a prepreg under pressure and heating without hindrance even if release paper is omitted at the time of hot press processing and capable of improving the releasability of the prepreg and a hot plate. SOLUTION: The intermediate plate B used in the state held between the prepreg 22 and the hot plate 16 or in the state held between the prepregs 22 when the resin base substrate is manufactured by applying hot press treatment to the prepreg 22, is obtained by forming a release layer 2 comprising a fluoroplastic resin consisting of a fluorine-containing polyol, amino acid type high melting point wax and a polyisocyanate compound on a substrate 20 comprising an aluminum alloy.
