PROBLEM TO BE SOLVED: To provide a non-contact control device for a thin steel plate, eliminating the possibility of cracking a thin steel plate or breaking an electromagnet if the electromagnet comes close to a pass line of the thin steel plate. SOLUTION: A non-magnetic diaphragm 6 is provided between the thin steel plate 1 and the electromagnet 5, and the diaphragm 6 covering the electromagnet 5 prevents the thin steel plate 1 from contacting the electromagnet 5. A ultrasonic vibrating element consisting of a ultrasonic vibrator 7 and a horn 8 is attached to the diaphragm 6 so that the diaphragm 6 is vibrated by the vibration of the ultrasonic vibrator 7. When the thin steel plate 1 has larger vibration amplitude and greater C-shaped warping and is about to contact the diaphragm 6, short range radiation pressure operates between the thin steel plate 1 and the diaphragm 6 for pushing the thin steel plate 1 back, mostly preventing the contact of the thin steel plate 1 with the diaphragm 6.
