PROBLEM TO BE SOLVED: To exterminate insect pests at a low cost without using a disinfectant, or the like, in order to prevent a tree from annually and repetitively withering. SOLUTION: A conventional exterminating method is radically reviewed and the following means are found in order to capture the insect pests when the insect pests rise from the lower part, conversely without the capturing when the insect pests descend from the upper part. (1) a material making the insect pests readily slip so that the insect pests cannot climb the tree and a plastic is resultantly judged to be the optimum, (2) the plastic is cut out according to the thickness of the tree trunk and wound around a position about 100 cm from the root in which the lower part is slightly opened in the form of a skirt and (3) the mounting period is about the last ten days of January to about the first ten days of February and the plastic is removed in the last ten days of May and incinerated.
