PROBLEM TO BE SOLVED: To prevent the bubbling when a treating agent is dissolved by stirring the water in a dissolution tank. SOLUTION: A cap 64 is provided with a stirring motor 84 of a stirring device 80. A shaft 86 is suspended from the cap toward the inside of the liquid of the dissolution tank 44. This shaft is connected to at its one end to a drive shaft 84A of the stirring motor and is provided with stirring fins 88 at its other end. The shaft is also provided with a disk-shaped suppressing plate 90 in a position which exists between the stirring fins and a liquid level when the prescribed volume of the water is stored into the dissolution tank. This suppression plate prevents the water near the liquid level from being directly sucked by the stirring fins when the stirring fins are rotated by the drive of the stirring motor, by which the swelling and waving of the liquid are suppressed. As a result, the bubbling of the treating liquid is prevented.
