PROBLEM TO BE SOLVED: To stabilize the transfusion time of a treating liquid from a dissolution tank. SOLUTION: The discharge (transfusion) of the treating liquid from a dissolution tank is executed by closing the valve at prescribed time intervals to stabilize the amount of the treating liquid passing the valve (steps 240 to 248). A water feed pump is operated during the time t2 at the prescribed timing while the treating liquid is discharged (step 250), by which electrode washing to remove the froth of the treating liquid from electrodes is carried out (step 252). Whether the liquid level of the treating liquid falls down to the prescribed level or not is thereafter checked and the valve is closed in accordance with the result of this check, by which the discharge of the treating liquid is ended (steps 254 to 262).
