PROBLEM TO BE SOLVED: To actualize a concrete block having a thick concrete thickness and containing strong tire and to make a connection part strong when the plural concrete blocks are connected in an artificial fish reef utilizing scrap tires. SOLUTION: In this method for producing an artificial fish reef comprising plural connected concrete blocks 16 containing tires obtained by embedding a tire 1 randomly having a string material 3 such as fishing net, or the like, on the outside in concrete, in a state in which parts except the connection parts are embedded in the concrete blocks 16a and 16b, parts having exposed tires are mutually connected by ropes 10, concretes 17a to 17c are placed on the parts, cured and the blocks are connected also by concrete.
