PROBLEM TO BE SOLVED: To provide a solid powder cosmetic which is used for water use only, has a high refreshing touch, has good compatibility with water and the powder, has good spreadability on skin, and gives uniform and flexible makeup films. SOLUTION: This solid powder cosmetic for water use only, characterized by containing (a) a hydrophilic organic spherical powder component, (b) a surfactant component, (c) a polyhydric alcohol and (d) a powder component.
