PROBLEM TO BE SOLVED: To exactly supply a target liquid volume in spite of the occurrence of bubbling. SOLUTION: The dissolution treatment of a treating agent starts from the execution of initial water feeding by using a liquid level sensor in such a manner that the volume of the water in a dissolution tank attains a reference liquid volume (steps 200 to 212). Next, the treating agent is fed under stirring and thereafter a bottle is washed under time control, by which the volume of the water fed to the dissolution tank is made to attain the target liquid volume (steps 214 to 228). Preliminary water feeding is carried out after the treating liquid is discharged, by which the exact detection of the reference liquid volume by the liquid level sensor when carrying out the next dissolution treatment is made possible (steps 230 to 240).
