PROBLEM TO BE SOLVED: To provide an optical element forming device capable of press-forming an optical element, or the like, made of quartz glass having a high glass softening temperature. SOLUTION: The circumference round dies 4, 11 which constitute a pair of upper and lower, heat insulation cylinders 3, 10, the lower end part of a fixing shaft 2 and the upper end part of a moving shaft 9 is surrounded by a transparent quartz tube 16 made of quartz glass and a forming chamber 17 having air tightness is constituted inside the transparent quartz tube 16. A lamp unit 19 is arranged so as to surround the circumference of the dies 4, 11 on the outside of middle step part of the transparent quartz tube 16. The lamp unit 19 is composed of infra-red lamps 20 and a first reflecting mirror 21, or the like. A second reflecting mirror 32 is disposed on the part which ranges from the upper end part of the first reflecting mirror 21 to the lower surface of an upper part plate 15 so as to surround the outer periphery of the transparent quartz tube 16. Likewise, a third reflecting mirror 33 is disposed on the part which ranges from the lower end part of the first reflecting mirror 21 to the upper surface of a lower part plate 1a.
