PROBLEM TO BE SOLVED: To provide a method for manufacturing a flame-retardant resin composition free from a halogen and a phosphorous compound and excellent in flame retardancy. SOLUTION: This method for manufacturing a flame-retardant resin composition comprises incorporating a layered double hydroxide and/or a metal hydroxide and salicylic acid with a phenolic resin or a modified phenolic resin and mixing them under stirring together with a hard pulverizing medium to disperse the layered double hydroxide and/or the metal hydroxide as a particle having an average particle size of not larger than 1μm.
