IMAGE RECEIVER AND METHOD FOR CAPTURING STILL VIDEO

PURPOSE: An image receiver and a method for capturing a still image from a moving picture are provided to quickly capture a wanted still image within a certain time point by using a quantization step size value and a movement vector value. CONSTITUTION: An image receiver includes an encoding part(220), and a still image capturing part(200). The encoding part(220) includes the first variable length decoder(223), the decider(224), the second variable length decoder(225), and an inverse quantization device(226). The first variable length decoder(223) converts the information of an image frame output from a DEMUX(222) into the information of an original image. The decider(224) decides an intra mode or an inter mode through the image frame. The second variable length decoder(225) extracts a movement vector from the information of the image frame. The inverse quantization device(226) performs an inverse quantization of the information of the original image. The still image capturing part(200) includes a quantization coefficient extracting device(203), a comparator(204), and an image selector(205). The quantization coefficient extracting device(203) extracts a quantization step size value from the first variable length decoder(223). The comparator(204) compares a resulting value that the quantization step size value is delayed with the next quantization step size value. The image selector(205) selects image data having a low quantization step size value according to the output of the comparator(204).
