PURPOSE: To solve the problem that power consumption is large due to the continuous flow of steady-state currents in a start-up part for re-starting a reference voltage generating part having two balanced states so that a normal reference voltage can be outputted when any normal reference voltage is not outputted due to the stop of currents at the reference voltage generating part. CONSTITUTION: A PMOS transistor 12 being a resistor whose resistance value can be changed according to the current value of a reference voltage generating circuit 20 is inserted so as to be serially connected with the current passage of a start-up part 10 while a normal reference voltage is outputted by the reference voltage generating circuit 20. Thus, it is possible to reduce the power consumption of the start-up part.
