<p>PURPOSE:To control a code rate in a small-scaled constitution and by a simple method. CONSTITUTION:The code rate (code amount) to be obtained is preliminarily set in a reference code amount holding part 15 as the reference code amount F of one frame picture. An encoding part 12 encodes picture data, code amount judging part 16 discriminates the magnitude between a code amount (f) and the reference code amount F, and an coded data outputting part 17 outputs the coded data of the picture in the case of (f) <= F, and outputs a copy code to instruct the copying of a previous frame picture in the case of (f) > F. And also, a reference code amount updating part 18 updates the reference code amount F based on the size discrimination result of the (f) and F. On the other hand, a code analyzing part 21 analyzes the coded data in each frame, and when the coded data are the coded data of the picture, a restoring part 22 restores the coded data into the original picture, and stores the original picture in a picture memory 23. However, when the coded data are the data to instruct the copying, a frame display control part 24 holds the restored picture of the previous frame in the picture memory 23, and displays the restored picture of the previos frame as the restored picture of the present frame.</p> |
