<p>PURPOSE:To relieve the load of a coder by separating a picture into a moving area and a still area so as to limit picture element blocks from which motion vectors are obtained. CONSTITUTION:A picture inputted from a picture input section 1 is fetched by a current frame memory 2 and a picture of a preceding pattern is fetched in a preceding frame memory 4. A motion area discrimination section 6 obtains a difference between two blocks read from the current frame memory 2 and the preceding frame memory 4 to discriminate the moving area. A motion vector detection section 7 obtains a motion vector from each block in the motion area discriminated by the motion area discrimination section 6.</p> |
